Melton FLO programs of CaLM and FLIP originally operated as CaLM (Community and Learning Melton) Link-up program, which was established in 2001-2002 based on the Ballarat Link Up program model that operated as part of Ballarat Secondary College. The original proposal was submitted as a Leading Schools project that was not successful in gaining Leading Schools funding. It was therefore developed as a joint Melton cluster funded alternative setting to service Kurunjang Secondary College, Melton Secondary College, Staughton College, Coburn Primary School, Melton West Primary School and Wedge Park Primary School. It operated under this structure for 2 to 3 years before devolving into a secondary school only setting. The setting originally operated from Melton Community Hall for 2 years before moving to the old Victoria University Melton Campus, before finally relocating to its current site in Thrice Lane, Kurunjang.
